I'd like to believe that they weren't capable of it but evidence is mounting against them. What scares me is that this wasn't done by evil people. Vigilantism can only be prevented by clear guidance on law and order, not with a vague mission and nebulous policy. Perhaps someone should have taken a look at the cost of being an occupation force: humanity, sanity, morality.That said, HM3's gigline is a bit off.
